The JFK Civic Center is home to Fire Headquarters and three companies, Engine #3, Ladder #3 and Rescue One. It opened in 1972 to replace the aging Palmer Street Station. The station also houses the Repair Shop, Fire Prevention, Haz-Mat vehicle and large Hovercraft.

Lowell Ladder 3 is an 105' 1989 Pierce Aerial with tiller. It is the last tillered aerial apparatus still operating in the City of Lowell. Often referred to as the Flagship of the Lowell Fire Department, its main apparatus feature is its pre-piped waterway capable of flowing 1000 GPM when adequately supplied. Its adjustable 2" tip has four settings and can easily be adjusted as low as 300 GPM in areas of poor water supply.

Ladder 3's first alarm district includes the downtown area, part of the Acre, and Pawtucketville along the Merrimack River to the Tyngsborough line. On second alarms Ladder 3 covers most of the city and responds first on Mutual Aid to surrounding cities and towns when an aerial is requested.

Ladder 3 is stationed at Lowell's JFK Civic Center along with Engine 3 and the Rescue Company. Ladder 3 and its Officers and Men continue the proud firefighting tradition of tillered aerials which began with Lowell's horse drawn hook and ladders and water towers of the 1800's and has evolved into today's 35 tons of firefighting steel.
